(국영문 동시배포) 불확실성의 시대 속 공유문화유산의 가치 재조명

국가유산청(청장 허민)은 지난 12월 17일 웨스틴 서울 파르나스 호텔(서울 강남구)에서 한국-아세안 간 미래지향적 문화유산 협력 기반을 강화하기 위해 유네스코아태무형유산센터(직무대행 박규리)와 협력하여 「한-아세안 문화유산 협력 국제회의」를 개최하였다. ‘국경을 넘는 문화유산: 아세안 공유문화유산의 가치와 지역협력’을 주제로 진행된 이번 회의는 불확실성이 증대되는 국제 환경 속에서 공유문화유산(Shared cultural heritage)이 갖는 연대와 협력의 가치를 재조명하고, 한국과 아세안 간 전략적 협력 방향을 모색하고자 마련되었다. 회의는 국제기구·학계·정부기관이 참여한 가운데, 공유문화유산을 바라보는 국제적·지역적·국가적 시각을 폭넓게 논의하는 방식으로 진행되었다. 제1분과에서는 유네스코 동아시아지역사무소, 싱가포르 동남아시아연구소, 말레이시아 관광예술문화부의 발표를 통해, 세계적 전환기 속에서 평화·상호이해·문화다양성을 증진하는 중요한 매개체로서 공유문화유산의 역할에 대해 논의하였다. 특히 아세안 지역의 역사적 연계성과 문화적 상호 교류의 전통을 기반으로, 공유문화유산이 지역통합을 촉진하는 매개체로서 중요함이 부각되었다. 제2분과에서는 공유문화유산이 지역 간 연결성과 지식 교류를 확대하는 실질적 협력 플랫폼으로 기능하고 있음을 보여주는 동아시아, 투르크 지역, 민간 재단의 발표가 진행되었다. 특히 국가유산청은 추진 예정인 「한-아세안 공유문화유산 협력사업」의 방향을 공유하며, 아세안의 사회문화적 특성과 지역적 요구를 반영해 문화유산 분야 협력을 강화하기 위한 한국 정부의 전략적 의지와 실천을 설명하였다. * 국가유산청은 「공유문화유산 협력을 통한 아세안 사회문화적 연결성 증진」 사업을 추진하기 위해 준비 중 * 특히 2022년부터 아세안 11개국 및 아세안사무국 등 문화유산 관계자 26명으로 구성된 ‘한-아세안 문화유산 협의체’를 운영하며, 지속적이고 체계적인 한아세안 문화유산 협력 체계(메커니즘)를 구축 마지막으로는 한-아세안센터, 아세안사무국, 고려대학교 아세안센터 관계자들이 참여하여, 공유문화유산을 매개로 한 아세안 지역의 연결성 강화 과제와 향후 발전 방향을 원탁회의(라운드테이블) 방식으로 심도 있게 논의하였다. 한편, 이번 국제회의에 앞서 국가유산청은 주한아세안대사단을 초청해 한국 정부의 아세안 대상 문화유산 협력 현황과 향후 계획을 공유하는 간담회를 개최하였다. 이 자리에서 허민 국가유산청장은 문화유산 분야에서 아세안과의 상호 신뢰와 협력 확대를 위해 주한아세안대사단의 지속적인 지지와 참여를 요청하였다. 국가유산청은 앞으로도 연대와 협력을 기반으로 한-아세안 문화유산 협력을 꾸준히 강화해 나갈 계획이다. 이와 함께, 한국 정부의 대아세안 외교정책 안에서 문화유산 교류와 협력이 전략적으로 추진될 수 있도록 노력하여, 지역사회와 국제사회가 함께 성장할 수 있는 문화유산 협력 생태계를 구축해 나갈 예정이다.The Korea Heritage Service (Administrator: Huh Min), in cooperation with the International Information and Networking Centre for Intangible Cultural Heritage in the Asia-Pacific Region under the auspices of UNESCO (ICHCHAP; Acting Director: Gyuri Bak), convened the International Conference on ASEAN-ROK Cultural Heritage Cooperation on December 17 at The Westin Seoul Parnas (Gangnam-gu, Seoul), with the aim of strengthening a future-oriented foundation for cultural heritage cooperation between Korea and ASEAN. Held under the theme Cross-Border Cultural Heritage: The Value of ASEAN Shared Heritage and Regional Cooperation, the conference was organized to reaffirm the value of shared cultural heritage as a foundation for solidarity and cooperation amid global uncertainty, and to explore strategic directions for enhanced cooperation between Korea and ASEAN. The conference brought together representatives from international organizations, academia, and government agencies, and was structured around thematic sessions examining shared cultural heritage from international, regional, and national perspectives. Session I featured presentations by the UNESCO Regional Office for East Asia, the ISEAS-Yusof Ishak Institute, and the Ministry of Tourism, Arts, and Culture Malaysia, which explored the role of shared cultural heritage as an important medium for promoting peace, mutual understanding, and cultural diversity in a period of global transition. In particular, the discussions highlighted the significance of shared cultural heritage as a catalyst for regional integration, grounded in the ASEAN region’s historical interconnectedness and long-standing traditions of cultural exchange. Session II featured presentations by private foundations from East Asia and the Turkic region, demonstrating how shared cultural heritage functions as a practical platform for expanding regional connectivity and facilitating knowledge exchange. In particular, the Korea Heritage Service shared the established framework for the Korea-ASEAN Shared Cultural Heritage Cooperation Project, outlining the Korean government’s strategic commitment to strengthening cultural heritage cooperation by reflecting ASEAN’s socio-cultural characteristics and regional needs. * The Korea Heritage Service is preparing to implement the project “Enhancing ASEAN Socio-Cultural Connectivity through Shared Cultural Heritage Cooperation” from 2026 to 2028. * Since 2022, the ASEAN-ROK Committee on Cultural Heritage Cooperation, comprising 26 cultural heritage officials from 11 ASEAN Member States and the ASEAN Secretariat, has been in operation, serving as a sustained and systematic mechanism for Korea-ASEAN cultural heritage cooperation.Following the sessions, representatives from the ASEAN-ROK Centre, the ASEAN Secretariat, and the Korea University ASEAN Center participated in a roundtable discussion, engaging in in-depth dialogue on strengthening regional connectivity and advancing future cooperation through shared cultural heritage. Ahead of the conference, the Korea Heritage Service hosted a meeting with representatives of the ASEAN Committee in Seoul (ACS), during which it shared the Korean government’s current status of cultural heritage cooperation with ASEAN and its future plans. At the meeting, Administrator Huh Min requested their continued support and engagement to further strengthen mutual trust and cooperation in the field of cultural heritage. The Korea Heritage Service will continue to strengthen Korea-ASEAN cultural heritage cooperation based on solidarity and collaboration.
